Can reverse geocoding be disabled in a Free plan?

Can reverse geocoding be disabled in a Free plan?

I am using a Free plan for development and testing. I sent an Optimized Route request with doReverseGeocode set to false. The response included Options with the doReverseGeocode set to true. See below. Am I doing something wrong or is disabling reverse geocoding in a Free plan not allowed?
